What a Duty Stamp Does in the Supply Chain
A duty stamp is not a decorative label. It is a control device that links a specific unit of product to a specific tax obligation, and it only works if it is destroyed or visibly damaged the moment the package is opened. That is why duty stamps are engineered as closure seals, not flat stickers.
In a typical program, the stamp is applied over the junction of cap and neck (for spirits and wine) or across the flap and side seam (for cigarette cartons and pouches). Once the adhesive cures, any attempt to lift the stamp tears it. The tear is the point: it converts an intact, verified unit into a visibly opened one, so a refilled bottle or a resealed carton can no longer pass as untaxed stock. In practice this means the label specification must match the substrate and the opening action. A bottle cap that twists off needs a stamp with a controlled tear pattern along the cap line; a cigarette carton opened by a tear strip needs a stamp that survives handling but fails cleanly when the strip is pulled.
For compliance teams, the practical requirements are consistent: the stamp must be serialized or coded so units can be reconciled against a tax declaration, it must be tamper-evident so genuine stamps cannot be transferred to counterfeit goods, and it must resist the conditions of the supply chain it travels through. Authentication should be quick enough for a customs officer to perform without tools, with a secondary covert check for investigators.
Matching Features to Alcohol vs Tobacco
Alcohol and tobacco present different problems, so the security feature mix differs.
For wine and spirits, the stamp spends its life on a curved, often damp or chilled surface, and the closure is usually a metal screw cap, a cork capsule or a stopper. Relevant features include tamper-evident destructible face stock that tears on lifting, security die-cuts aligned to the cap edge, solvent-resistant adhesive that holds on coated glass and foil capsules, and void or overt serialization so bottle-level reconciliation works. Holographic and laser colour-changing elements help front-line staff and enforcement spot a fake under bar lighting. For a closer look at closure-relevant constructions, see our wine security labels.
For cigarettes and other tobacco, the stamp is applied at speed on high-volume packing lines, often over film or coated board, and must survive carton compression and transport. Priorities shift toward high-adhesion stock for coated board and BOPP film, consistent registration for machine application, serialization that supports tax reconciliation at carton and pack level, and covert markers for field inspection. Because volumes are high and the stamp is small, print consistency and die precision matter more than decorative effect. Our custom tax excise stamps page covers the construction options in more detail.
Shenzhen Huaxin works with 60+ anti-counterfeiting technologies, so the feature set can be combined rather than chosen from a fixed menu: security die-cuts, holography, laser colour-changing effects, serialization, and covert markers can be specified together, provided the combination is tested against the actual container and opening action.
Capacity, Audits and Manufacturing Base
Programs of this type fail on supply continuity more often than on design. The factory occupies 1,500 m² in Shenzhen with 60–100 employees and a monthly capacity of 510,000 to 1,000,000 labels. Operations have been audited by TÜV Rheinland (report MIC-ASR262171), which buyers can reference during supplier qualification.
One point to be clear about: we are a security label manufacturer, not a tax authority. We produce duty stamps to a customer's or programme's specification. We do not claim government authorization, and no authority endorses this factory. Buyers running a regulated programme should confirm the artwork, numbering scheme and issue controls with the relevant authority themselves; we manufacture to the approved specification.
Volume Tiers and Pricing
The figures below are the tiers for this application. Volume tiers apply to qualifying orders; confirm the applicable tier and specification at quotation.
| Item | Detail |
|---|---|
| Wine & cigarette sealing duty stamps | US$0.035–0.05 per label at 100,000+ tiers |
| Cigarette tax stamp labels | US$0.15–0.30 per label, tiered, MOQ 10,000 |
| Custom tax stamps | MOQ 100,000 at US$0.01 per label |
Selection between these tiers usually follows the security content and the application method rather than the product category alone; a high-security construction with serialization and multiple covert features sits at a different price point from a simpler sealing stamp. Where a programme needs several constructions — for example a bottle stamp and a carton stamp — they can be quoted together.
Specification Inputs We Need From You
To quote accurately, we need the container or pack substrate, the opening action the stamp must guard, the required security features, the numbering or serialization scheme, and the annual and per-release volumes. Artwork approval, proofing and application trials follow from there. If the programme is still being designed, we can work from the container sample and the compliance requirement rather than a finished artwork.

FAQ
Can a duty stamp be removed and reused on counterfeit goods?
A correctly specified duty stamp is designed to fail on removal. Destructible face stock tears, and security die-cuts concentrate the tear along the cap or flap line so the stamp cannot be lifted intact and transferred. The exact behaviour depends on the substrate and adhesive combination, which is why we test against your actual container.
How do we choose between the volume tiers?
The tiers reflect volume and construction. Sealing duty stamps for wine and cigarettes start at US$0.035–0.05 at 100,000+ tiers; cigarette tax stamp labels run US$0.15–0.30 with a 10,000 MOQ; and custom tax stamps are MOQ 100,000 at US$0.01. The right tier depends on the security features and serialization you need, so the specification comes first.
Does the factory hold government authorization to produce duty stamps?
No. Shenzhen Huaxin is a security label manufacturer and does not claim government authorization, and no authority endorses the factory. We manufacture to the specification and artwork approved by the customer or programme; confirmation of that approval rests with the buyer and the relevant authority.
